Electrical Issues? No Shit. when I was there in November the installation was terrifyingly shonky. What you have to realise is that that building is a 5 star hotel with a third world country stuck on top.
If you find the full AP story that that's subbed from, there's a great quote from a visitor:
"The tower was projected as a metaphor for Dubai. So the metaphor should work.”
Strikes me the metaphor is working just fine there...
